That depends where you are, and how often the roads aruond you change. If you are in a country like Malaysia or New Zealand there are free map projects. If you are in the USA or Europe, then there aren't really any other options (apart from Piracy).The update charge seems reasonable to me I would probably pay it myself, if I was visiting the USA or Europe regularly.Could you really get an atlas with pretty much every street of every state in (say) the USA for $13?Garmin often offer lifetime update prices too and for not that much more than the one-off price. You might want to consider that if you were planning on keeping the nfcvi for a few years, or you could also just wait a while before updating. See how fast it goes out of date
